Bylaws of the Muskogee County Young Republicans
ARTICLE I - NAME
The official name of the organization shall be "Muskogee County Young Republicans Club" hereinafter referred to as "Muskogee County Young Republicans" or "MCYRS".
ARTICLE II - CHARTER
MCYRS is a charter of the Oklahoma Federation of Young Republicans and is subject to the Constitution and Bylaws of such State Organization, together with all subsequent amendments thereto, to the extent that such amendments are binding upon MCYRS by virtue of its status as a charter chapter of the State Federation. Provisions of these Bylaws that are in contradiction to specific provisions of the State Constitution and Bylaws shall yield to said State Constitution and Bylaws.
ARTICLE III - OBJECTIVES AND MISSION
The objectives of the MCYRS are:
a. To develop an aggressive and productive Young Republican organization
b. To attract young men and women into the Republican Party participation, leadership training, and political involvement at all levels of government.
c. To further the principles, objectives, and platform of the Muskogee County Republican Party and to promote the election of duly nominated Muskogee County Republican candidates.
d. To support the election of Republican officials under the age of 40 to Oklahoma elective office.
e. To be a force for positive change in local government entities.
f. To encourage the involvement of Young Republicans in state and local government.
The mission of the MCYRS is:
To assist the next generation of Oklahoma's leaders by enhancing their communication and leadership skills enabling them to effectively advocate the Republican principles and conservative beliefs of smaller governments and the application of Judeo-Christian values to Oklahoma government.
ARTICLE IV - MEMBERSHIP
SECTION I - Members shall consist of active, associate, and honorary members.
SECTION II - ACTIVE MEMBERS, as used herein, shall mean an American citizen, or non-citizen who has made application for American Citizenship, and is at least eighteen (18) but less than forty-one (41) years of age, is eligible for active membership in MCYRS.
SECTION III - ASSOCIATE MEMBERS, as used herein, shall mean an American citizen, or non-citizen who has made application for American Citizenship, not qualifying for membership as an Active Member as defined in Section II of the Article IV, is eligible for associate membership. Associate members shall have all the rights and privileges of active members except they may not be delegates to a state Oklahoma Federation of Young Republicans Convention.
SECTION IV - HONORARY MEMBERS, as defined herein, shall be those people designated for an honor by a unanimous vote of the executive committee and a two-thirds (2/3) confirmation vote of those members present at any regular meeting of the MCYRS. Honorary memberships shall be bestowed for outstanding service to MCYRS and the Republican Party of those who have made substantial financial contributions to MCYRS. Honorary Members shall have all the rights and privileges of active members except that they may not vote or hold office.
SECTION V - DUES for active and associate members shall be set for by the executive committee and approved by a majority of those members present at any regular meeting of MCYRS. Applicants for membership shall submit their dues with their application.
ARTICLE V - THE OFFICERS
SECTION I - OFFICERS, of the club shall be the Chairman, Vice Chairman, and Secretary-Treasurer. These three officers shall comprise the executive committee.
SECTION II - VACANCIES, in the office of the Chairman shall be filled by an election of the membership.
SECTION II - TERM OF OFFICE, the Chairman shall serve until the meeting immediately following the election of his successor.
ARTICLE VI - DUTIES OF OFFICERS
SECTION I - CHAIRMAN, the Chairman shall be the executive officer of the Club and shall preside at all meetings of MCYRS and MCYRS Executive Committee. He/she shall appoint the Vice Chairman, Secretary-Treasurer, and membership of all committees deemed necessary but not provided for in these Bylaws. The Chairman shall be the MCYR liaison to the Muskogee County Republican Party. The Chairman shall supervise the activities of MCYRS and perform all other duties incidental to the office. All duties not specified in these Bylaws shall be executed or assigned by the Chairman.
SECTION II - VICE CHAIRMAN, the Vice Chairman shall have general charge of planning the monthly meeting programs and insuring the MCYR membership participates in the program. The Vice Chairman shall also appoint a liaison from the club to area campaigns, office holders, and/or the County, District and State Republican Party. In the absence of the Chairman, the Vice Chairman shall perform the duties of the Chairman.
SECTION III - SECRETARY-TREASURER, the Secretary-Treasurer shall take the minutes of all meeting of the Executive Committee and the Membership, shall submit a copy of said minutes to the board and shall receive and maintain control of all the club funds. He/she shall provide other services as may be deemed necessary by the Chairman.
SECTION IV- VACANCIES, the officer who appointed the previous officer holder should fill offices.
ARTICLE VII - MEETINGS
SECTION I- MONTHLY MEETING, the club shall hold a monthly meeting at an established time and meeting place, unless otherwise directed by the Chairman.
ARTICLE VIII - ELECTION OF THE Chairman
SECTION I - ELECTION, the election of the Chairman shall occur during the first meeting of the month of January of each year.
SECTION II- BALLOTS, the election shall be determined by secret ballot. No proxies will be allowed. Fifty percent (50%) plus one of the votes cast shall be majority for election. If a majority is not obtained on the first ballot, the candidates receiving the most votes will be the candidates in a run-off election.
SECTION III - TELLERS, the Chairman shall appoint at least three (3) tellers who shall dispense, collect, and tabulate the vote.
ARTICLE IX - CONVENTIONS
SECTION I - STATE YOUNG REPUBLICAN CONVENTION- Delegates to OFYR convention will be elected by the club membership.
ARTICLE X - RULES OF ORDER
SECTION I - ROBERT'S RULES OF ORDER, Newly Revised, shall govern the parliamentary procedure of MCYRS where not specifically otherwise covered herein.
ARTICLE XI - AMENDMENTS
SECTION I - THESE BYLAWS may be amended by three-fourths (3/4) vote of the active membership present at a regularly scheduled meeting.
ARTICLE XII - ADOPTION
SECTION I - THESE BYLAWS shall have effect immediately upon its adoption and shall supersede any Bylaws that may have been previously adopted.
