Muskogee County Republican Convention - February 24th, 2007

Budget
    1. The federal budget should be balanced through the will of Congress. As Congress has repeatedly demonstrated that is does not have the will to restore fiscal integrity to government spending, we then endorse a balanced budget amendment to the U.S. Constitution.
    2. Social Security Trust Fund and the Highway Trust Fund should be taken off budget. The use of these funds to create the mirage of a balanced budget must end immediately.
    3. Any investment of Social Security funds in the stock market should be held in individual retirement accounts and not invested en bloc by the federal government.
    4. We endorse review of all federal programs, the end of funding to any found outdated or non-performing or replaced by alternatives. Sunset provisions should be included on all programs.
War In Iraq
    1) WHEREAS, on September 11, 2001 the United States was brutally attacked by Islamic terrorist forces resulting in over 3,000 deaths of innocent American Citizens, and
    WHEREAS, thereafter the President and Congress determined that Iraq was providing aid and comfort to our Islamic enemies resulting in the U S military to engage the enemy in Iraq, and
    WHEREAS, the Democrat Party Leadership in the U S Senate and House desire to deny the President and our military commanders in the battlefield the reinforcements in manpower and equipment needed to fight the battles necessary to win the war thus placing our troops in great danger which may well lead to added casualties,
    NOW THEREFORE BE IT RESOLVED that Oklahoma Republicans strongly condemn the efforts of the Democrat Party Leadership to embolden al Qaeda and other Islamic enemies to the detriment of life and limb of our troops and the detriment of our country to bring the Iraq war to a successful conclusion.
Defense
    1) WHEREAS, many historians have proclaimed that the primary tests of nationhood are the ability of a nation to defend itself against internal and external attack by other nations and the ability to defend its borders against illegal migration by citizens of neighboring nations, and
    WHEREAS, it has been estimated that in recent years perhaps as many as 20 million people have illegally crossed U S borders and many presently reside in the United States, and
    WHEREAS, currently the effort of the United States government and the individual state governments have not been able to prevent additional hundreds and thousands of illegal migrants from crossing the borders,
    NOW THEREFORE BE IT RESOLVED THAT:
    A) The U S Government employ as many border guards as needed, and use all methods required to seal our borders to prevent any individual from entry to the United States without proper Visas.
    B) Resident Visas be issued only to those who can provide proof of future employment, proof of a good police record, and proof of good health.
    C) All effort necessary to be used to locate and document all illegal migrants currently in the U S and develop a plan over time to deport such illegal migrant to their country of origin.
    D) Deny or revoke citizenship to any heirs of illegal migrants born in the U S and deport them as well, unless the parents have since become citizens or are currently properly documented.
    E) All those deported may apply for Visas without discrimination, but they must not have any preferred treatment over those already requesting Visas.
    F) We support the vigorous enforcement of current migration law, and oppose any amnesty or guest worker policy that does not require those individuals currently in the United States illegally to return to their native country. We further oppose a "path to citizenship" that would grant citizenship to illegal aliens faster than to migrants who have come to the United States through traditional, legal means.
    G) Illegal migration is not solely a Federal issue. We call on Congress and the President to empower and fund local law enforcement so that they may assist in the enforcement of migration law.
    2) Congress and/or the President should refrain from weakening the military through changes to the Uniform Military Code of Conduct. The military should be allowed to maintain its high level of honesty, integrity and morality.
    3) We endorse increased funding for our military. We call on Congress to provide funding to ensure proper staffing, training, pay and equipment for a military capable of defending this country, as per its constitutional duty.
    4) We support needed increases in defense spending to include technological advances in weapons systems, platforms and delivery systems, as well as equipment, training and facilities for our armed forces.
    5) We support the Homeland Security Department and its goal of securing our nation against all enemies, foreign and domestic. The rights of Citizens of the United States afforded in the Constitution must prevail. We believe judicial review for the Treatment of non-state combatants should be based upon the US Constitution, US law, and treaties to which the US is a party. Terrorists are not entitled to Geneva Convention protections.
    6) In appreciation for their service, we demand support for our veterans to succeed in their return to civilian life in medical care, education, and employment assistance.
Domestic Policy
    A. WHEREAS, the migrant population migrating to the United States has steadily increased in recent years, and
    WHEREAS, many state and local government services are made available to this migrant population, and
    WHEREAS, some of this migrant population use a foreign or their native language as their primary language,
    NOW THEREFORE BE IT RESOLVED that this migrant population should be encouraged by state and local governments to learn the English language and the taxpaying citizens of Oklahoma should not be burdened with the expense of printing material or otherwise conducting any of its business in any language other than English.
    1. Eliminate all social services for illegal aliens and eliminate U S citizenship to children born to illegal aliens.
    2. As stated in the Constitution, we support the rights of law-abiding citizens to own firearms.
    3. To insure government by the people, we support Term Limits for all elected or appointed Federal offices.
    4. True Campaign Finance Reform should be accomplished by immediate and full disclosure for all contributions.
    5. We support the right of individuals to make contributions through PACs.
    6. We urge the Democrat U. S. Senate majority to immediately schedule committee hearings and/or floor votes on the individuals nominated by President Bush to fill the many vacancies on the federal district and appeals courts.
    B. We support tort reform and elimination of frivolous lawsuits.
    C. We support environmental protection and call federal, state, & local leaders to correct the imbalance with economic interest and the need for domestic energy production.
    D. We support wage determination by market forces as opposed to legislation.
Foreign Policy
    1. Global commitments involving foreign aid or peacekeeping forces should be time-limited and include specific bench-marks to define objectives.
    2. Large trade deficits are a threat to our economic stability and our government should stop using them as a geo-political tool, a form of foreign aid.
    3. We support the nation of Israel and re-location of the US Embassy to Jerusalem.
Trade
    1. NAFTA, the WTO and all trade agreements should be reviewed on a regular basis by Congress and results made public to ensure U S interests and sovereignty.
    2. Tariffs or other remedies should be available for trading partners who fail to abide by the trade agreements.
    3. Re-consider NAFTA and Stop the "NAFTA Super Highway" & North American Union.
    4. Re-authorize the President's authority for trade negotiation subject to Senate approval by up or down vote.
Taxes
    1. We urge Congressman Tom Cole to join the rest of the OK Congressional delegation by signing on as a co-sponsor of H.R. 25, the FAIR TAX (Senators Inhofe & Coburn are co-sponsors of the Senate version, S. 1025).
    2. We urge Congress to pass the FAIR TAX, including the elimination of the IRS (by REPEAL of the 16th amendment) to compete favorably in the world economy and bring US corporations home. The US tax code is so complicated the average taxpayer cannot complete forms without help and is criminally liable for honest mistakes which is an abuse of governmental power.
    3. We urge Congress to continue efforts to reduce taxes, including elimination of the Capital Gains Tax and the Estate Tax to ensure continued economic growth.
    4. We endorse a two-thirds majority vote by Congress to increase taxes, except in time of declared war. Increase revenue only to be used for military funding.
    5. In order to promote free enterprise, we do not support the Minimum Wage.
    6. We support the tax policies that promote personal savings.
    7. We support the promotion of free enterprise with minimal government intervention.
State
    We support our Republican Leadership in the House and Senate. We agree with our Republican leaders on the need for reform at all levels of State Government including:
    1. tax reform and reduction.v
      2. education reform with a goal of excellence and fiscal responsibility.
      3. a streamlining of state agencies.
      4. improvement in safety and prison reform.
      5. less government intervention.
      6. workers comp and tort reform which will enhance our competitive position with surrounding states and the country as a whole.
      7. We oppose the expansion of gambling in any form in Oklahoma.
      8. Since the state lottery has produced many moral and financial problems for Oklahoma citizens, but none of the promised benefits, we support its elimination.
      9. We oppose further erosion and surrender of Oklahoma sovereignty to Indian tribes.
      10. We believe that English should be Oklahoma's official language in government and education.
      11. Eliminate Abstract requirement from real property transfer.
    Local
      1. We support our current and future elected Republican officials in their attempt to improve governmental conditions.
      2. As our federal and state Republican leaders return more areas of government to local control, it is imperative for Republicans to run for and be elected to school boards, city councils and county positions to ensure our ideals and proposals are implemented. We guarantee our support and commend you in these efforts.
      3. We oppose the use of eminent domain by any government for private benefit.
    Education
      1. The department of Education in Washington should be abolished so the control of education is returned to each State and local communities.
      2. We support the use of School Vouchers to give each family in the United State the opportunity to send their child to the school of their choice.
      3. We support Charter Schools as an addition to Public Schools.
      4. We believe the public school system is for the benefit of the U S citizens and for those who can prove legal presence.
      5. We support the right of parents to choose to home school their children without prejudice or interference of any kind.
      6. Review "No Child Left Behind"
      7. We urge the state legislators to create a bi-partisan panel to revue cost, logistics, and recommendations on consolidation of school district administration functions.
    Family Issues
      1. We appreciate our Republican leaders recognition of the family as the basic ingredient for a stable and strong community, city, state and country.
      2. We urge our party and individual Republicans to re-introduce and support the social platform used so successfully by President Ronald Reagan in the 80's, and unite behind it to ensure continued electoral success at the local, state and federal levels.
      3. We support all Republican proposals, at all levels, which strengthen the rights of parents and families.
      4. We support the rights of the unborn.
      5. We oppose the efforts to re-define marriage. Employers and taxpayers should not be forced to violate their convictions or to bear the cost of granting "gay marriages" the respect and benefits that are due to traditional marriages defined as the "union of one man and one women".
    Individual Issues
      1) With the understanding that all Constitutional rights are deposited in the individual and government is instituted to protect these rights, we also accept the responsibilities that come with these rights.
      2) We resolve to continue our leadership at the individual and community level to instill in our fellow citizens the need for individual responsibility and self-reliance. Tempered with our compassion and justice, we will ensure our Republican ideals and values will prevail in the political marketplace.
    Commendations
      1) Be it resolved that U.S. Senator Tom Coburn be commended for his efforts in voting on and promoting conservative politics and lesser government.
      2) Be it resolved that U.S. Senator Jim Inhofe be commended for dedicated services to our military and serving on the Armed Services Committee.
      3) Be it resolved that State Representative George Faught be commended for his outstanding political campaign and his resolve to follow the principles of conservative state government.
    Closing Reccomendation
    We hereby support the Senator Jim Inhofe's re-election to the U.S. Senate. We hereby encourage U.S. Senator Tom Coburn to run for a second term in the U S Senate.
